A Deal in Liberty

State Trooper Fitz Fitzpatrick has just been given his first undercover assignment. He’s to travel to the small town of Liberty, New York, meet with representatives from a Manhattan-based drug empire, make a deal, and let them leave. When the reps turn out to not be your usual suspects, Fitz questions the operation. His superior officer, Captain Harry Houlihan, insists on Fitzpatrick’s compliance, while stressing the importance of dismantling Kyoko Kai’s narcotics organization grunt by grunt.
